Twitter, much like its counterpart, the blog, is a growing website that allows you to stay updated with others and expand your reach through “status” updates. Not only can you publish updates to the service, but you can also promote your blog through it, as long as you do it in a non-spam (ethical) manner.
Subscribers are at the root of every online service. Without them, it would be difficult to maintain the level of traffic necessary to stay afloat (in terms of the traffic to income ratio). Plus, subscribers allow you to focus more on content, rather than increasing your web storage (many feeds are distributed through off-site servers). However, in terms of Twitter, your popularity in many ways is judged by how many subscribers or followers you have.
Now, how do you go about promoting your Twitter URL?
Link to it on your website, a personal blog, or anywhere that allows you to post a website URL as contact information.
Tell others abut your Twitter URL or the fact that you have one. Tell them how it works, should they never have used it, and how it will be beneficial on their part to try it.

Get in contact (or stay in contact) with others using the service. You can only be as popular as the amount of time you put into the service.
Try alternative methods of increasing subscribers - do what others haven’t and venture into new areas with your Twitter profile/page.
